Opening the workshop, DLNP Director Vadim Bednyakov noted that DLNP leaders planned to start system analysis and discussion of DLNP research programme from this mainstream direction. JINR Director Academician Viktor Matveev noted in his introductory speech that this topical direction of development of particle physics has good prospects and the upcoming discussion will allow focusing the efforts on solving the most important issues of neutrino physics, and coordinating cooperation of various institutions.

At the workshop Dmitri Naumov and Viktor Brudanin presented a vision of the DLNP neutrino programme. Academician Valeri Rubakov (RAS INR) devoted his report to unsolved issues of neutrino physics and astrophysics and the potential of the experiment in Baikal. Leader of the ”Baikal” Collaboration RAS Corresponding Member Georgi Domogatsky offered to organize an expert committee for development of this project. Academician Valeri Rubakov was appointed the leader of the committee.

Research leaders and JINR leading experts Igor Belolopatnikov, Dmitri Naumov, Kirill Fomenko, Sergei Dmitrievski, Dmitri Medvedev, Analoti Smolnikov, Vyacheslav Egorov, Eugeni Yakushev, Aleksander Olshevski presented a detailed analysis of neutrino physics experiments in their reports.
