The 31st meeting of the Joint CERN–Russia Committee under the co-chairmanship of RF Minister of Education and Science A.A.Fursenko and CERN Director General R.Heuer was held on 21 November 2009.

The CERN side was represented by S.Bertolucci, S.Meiers, F.Pauss, D.Ellis; from the RF side were S.N.Mazurenko, M.V.Kovalchuk, A.N.Skrinsky, O.O.Patarakin and leaders of the LHC experiments, the representatives of the RF government al structures and leading Russian scientific centers. JINR Scientific Leader Academician V.G.Kadyshevsky took part in the meeting as an observer.

The meeting participants discussed the first results and nearest future tasks of the LHC startup. An outstanding contribution of the Russian institutes and JINR to the development of the LHC facilities was marked by general consent.

Deputy Minister of Education and Science of the Russian Federation A.V.Khlunov focused on some aspects of the cooperation between Russian scientific institutes and CERN and on the strategy of the development of particle physics in Russia. He particularly marked that leading national projects relate to new energy sources, energy delivery and nuclear technology. A.V.Khlunov reported about the approval of the Seven-Year Plan for the Development of JINR for 2010–2016 where the accomplishment of the NICA project is its leading task. According to his opinion, it is reasonable to integrate Russian plans to the European Road Map and develop mutually advantageous cooperation. R.Heuer mentioned in his turn the drafting of an agreement on the cooperation between JINR and CERN which provides CERN participation in the NICA project.
